Navy Medicine East announced winners of its 2017 Continuous Process Improvement (CPI) Fair at the NME Collaborative Quality Council meeting held March 22. This year’s winners: Naval Hospital Camp Lejeune, Rapid Improvement Event (RIE) category; Naval Hospital Jacksonville, Other Productivity Improvement (OPI) category; and Naval Medical Center Portsmouth, Define, Measure, Analyze, Improve and Control (DMAIC) category.
“Robust process improvement plays a key role in ensuring all health care organizations—whether private or public sector—deliver the best patient outcomes,” said Rear Admiral Anne M. Swap, commander, Navy Medicine East. “Through Navy Medicine East’s annual CPI Fair we showcase best practices achieved by individual military treatment facilities across our broader region that spans the eastern hemisphere, with the goal of making them common practice so they drive rapid efficiencies and innovations to improve patient care.”
Military treatment facilities from across NME’s region were allowed to submit two projects in one of four competitive categories: OPI, RIE, DMAIC and Define, Measure, Analyze, Design and Validate (DAMDV). This year there were no entries for the DAMDV category.
Naval Hospital Camp Lejeune was selected for its Healthcare Effectiveness Data and Information Set (HEDIS) Breast Cancer Screening Compliance. HEDIS is the nation’s most widely use tool to measure performance in significant public health areas, such as cancer, heart disease and diabetes. The project involved more than 200 patient surveys to evaluate scheduling effectiveness, changes to NHCL’s referral process and a complete revision of its standard operating procedure.
The project resulted in a 55 percent increase in the number of patient screenings among patients 52-years-old to 64-years-old, leading to NHCL ability to exceed the 90th percentile HEDIS benchmark for breast cancer screenings.
Naval Hospital Jacksonville was selected for its Periodic Health Assessment project which addressed increased patient wait times and decreased appointment availability. The project involved patient realignment based on birth months, distinct classification of walk-in and appointment patients and inclusion of patients’ projected medical requirement needs during health screenings timeframe.
The result: NHJ offers a streamlined patient screening process, a walk-in clinic which has increased access to future appointment for patients needing to see their primary care manager and has reduced wait times of up to three weeks. It now delivers consistent base wide readiness that exceeds Department of the Navy requirements.
Naval Medical Center Portsmouth was selected for its Standard Labor Data Collection and Distribution Application (SLDCADA) Compliance project. SLDCADA is the primary tool for capturing and verifying civilian work hours and plays a critical role in audit readiness. The project involved development and implementation of a new efficient and sustainable process to support compliance, with all work schedule change issues eliminated after the process was implemented and future EVT projects are anticipated.
This significant improvement in the overall process effectively saved manpower and time. The result: NMCP realized more than a 17 percent improvement, and now meets the 90-95 percent or greater compliance requirement by the Bureau of Medicine and Surgery.
