    Fleet Cyber Command Announces Senior, Junior Civilians of the Year

    FORT GEORGE G. MEADE, Md. (NNS) – U.S. Fleet Cyber Command / U.S. 10th Fleet (FCC/C10F) recently announced Mr. Marvin Terawaki and Mr. Mark Fletcher as the recipients of the Senior and Junior Civilians of the Year award for 2016.

    Terawaki is the command resource advisor & manager to the Navy's maritime surveillance program and is responsible for ensuring the availability of direct support manning and systems augmentation for all validated national and fleet cryptologic requirements.

    “I was really surprised and humbled to be selected,” said Terawaki, who emphasized persistence as the most important quality for someone trying to improve their work.

    “If you encounter a challenge, you should always try and get to ‘yes.’ There’s always a solution somewhere if you don’t give up,” he said.

    Fletcher is responsible for providing cybersecurity analysis of Navy IT in support of FCC/C10F’s Navy Authorizing Official (NAO) accreditation decisions.
    Both of the awardees emphasized how important teamwork was to their success over the last year, which ultimately led to their selection.

    “I was honored. But so much of our work at the NAO is a team effort, so in a way I was embarrassed to be singled out,” said Fletcher “I would not be able to do the things I do without others on the team doing what they do.”

    “No one can do this work alone. I rely heavily on the small team I have here at Fleet Cyber Command, but also from the support I get from the other commands around the fleet,” said Terawaki.

    U.S. Fleet Cyber Command serves as the Navy component command to U.S. Strategic Command and U.S. Cyber Command, and the Navy’s Service Cryptologic Component commander under the National Security Agency/Central Security Service. Fleet Cyber Command also reports directly to the Chief of Naval Operations as an Echelon II command.

    U.S. 10th Fleet is the operational arm of Fleet Cyber Command and executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides operational direction through its Maritime Operations Center located at Fort George Meade Md., executing command and control over assigned forces in support of Navy or joint missions in cyber/networks, information operations, electronic warfare, cryptologic/signals intelligence and space.
