    Panama City Sailor Named NSWCHQ Sailor of the Year

    WASHINGTON - U.S. Navy Diver 1st Class (DSW/SW/EXW) Taylor Arney assigned to Naval Surface Warfare Center Panama City Division (NSWC PCD) was named Sailor of the Year for Naval Surface Warfare Center Headquarters Nov. 30, 2016.

    Arney was among 10 Naval Sea Systems Command (NAVSEA) Surface Warfare Center Sailors who competed for the distinction. Arney will now compete for NAVSEA Sailor of the Year (SOY) honors.

    Arney was elated to learn he’d been selected.

    “Wow, what a huge honor it is to be selected as the NSWC Sailor of the Year, said Arney. “The competition was tough, and I salute all the SOY nominees that competed this year.”

    As the 2016 NSWC SOY, Arney reflected on his past and future opportunities within the organization.

    “Over the last year, I’ve had the opportunity to witness many of the amazing things NSWC is accomplishing around the Fleet and it makes me extremely proud to be a part of this great organization,” Arney said. “Plus, being NSWC SOY means I have the opportunity to compete at the next level, and I am very excited to represent all of the outstanding people who make NSWC so great.”

    Commander, NSWC Rear Admiral Tom Druggan, USN, said the honor of Arney’s SOY selection is a direct result of his hard work, devotion to duty and sustained superior performance demonstrated throughout the year.

    “Arney has met a myriad of challenges with poise and enthusiasm. His personal expertise and dedication in advancing many Navy programs, as well as the morale of NSWC Panama City and the local community, is the hallmark of a true professional,” Druggan wrote in the selection announcement. “In particular, Arney’s leadership and technical expertise in the development of the Littoral Combat Ship Mine Countermeasure mission package is exemplary!”

    Arney was also commended for his exceptional performance that reflects very well on him, NSWC and NSWC PCD and his steadfast loyalty to the effectiveness of the U.S. Navy and security of the nation.

    NSWC PCD Commanding Officer Capt. Phillip E. Dawson III, USN, said Arney’s sound decision making, foresight and ability to coordinate manpower and resources to ensure optimum performance are without equal.

    “Arney demonstrates a diverse skill set and strong performance in austere environments. His familiarity with operations under the most demanding diving conditions is an invaluable resource for ensuring the safety of personnel assigned under him," said Dawson. “Additionally, he is a leader, manager and supervisor with the operational experience and technical ability to lead anyone, anywhere, anytime and in any environment. Arney’s technical competence, coupled with his outstanding leadership make him the perfect candidate for the 2016 NAVSEA SOY."

    Arney manages the daily operations of 30 military and civilian divers assigned as the principal activity for research, development, test and evaluation and in-service support to Mine Warfare Systems, LCS Mission Modules, Joint Littoral Interoperability, Force Protection Systems, Special Operations and Diving and Life Support Systems.

    Arney’s unsurpassed managerial skills as leading petty officer resulted in the NSWC PCD Dive Locker receiving the highest grade possible on the most recent NAVSEA Safety Survey.

    In the community, Arney selflessly volunteered 96 hours as coordinator of the 241st Navy Birthday Ball and countless hours with the Gulf Coast School for Autism to raise awareness for Autism Spectrum Disorder.

    Arney’s personal decorations consist of the Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal (seven awards), Military Outstanding Volunteer Service Medal, among several unit and campaign awards.

    Arney’s collateral duties include acting as the Command 3M Coordinator, Command Managed Equal Opportunity Program, Command Assessment Team Lead, Command Training Team Lead and certified Department of Defense Sexual Assault Prevention and Response Victim Advocate.
