Story by Petty Officer 1st Class Louis Rojas

    Commander, U.S. 7th Fleet

Capt. Theodore LeClair relieved Capt. Joey Dodgen, as the commanding officer, Navy Reserve, U.S. 7th Fleet.

The ceremony was attended by several admirals who had previously led the U.S. 7th Fleet unit or served with the captains at other commands, including current Commander, U.S. 7th Fleet, Vice Adm. Joseph P. Aucoin.

Vice Adm. Aucoin gave the ceremony's keynote address. “Under Captain Dodgen’s command you (U.S. 7th Fleet Navy Reserve) have contributed over 9,700 man days that directly and indirectly supported U.S. 7th Fleet,” said Aucoin. “That’s a big number, but does not accurately quantify the degree of support we receive from your command.”

“You have trained your men and women very well, you have shared your even temperament and your diplomatic style with them and you have insured that this large and powerful team is completely aligned with our mission.”

Aucion further praised Dodgen for his outstanding leadership in developing and delivering the high level of professional expertise necessary for accomplishing U.S. 7th Fleet’s mission of providing ready, flexible, and highly-capable support for any challenge within its area of responsibility.

While in command of NR C7F, Dodgen led Navy Reserve support for U.S. 7th Fleet’s nearly 160 bilateral and multilateral exercises and more than 370 port visits every year.

U.S. 7th Fleet’s area of operation spans more than 124 million square kilometers, stretching from the International Date Line to the India/Pakistan border; and from the Kuril Islands in the north to the Antarctic in the south.

Aucoin awarded Dodgen the Legion of Merit (gold start in lieu of second award) for “exceptionally meritorious” service from Oct 2014 to Dec 2016.

"It has been an honor to lead some of the Navy's best reservists. They are today's minutemen, excelling in all areas of service to their nation – family, community, civilian and military.” said Dodgen.

Assuming command, Capt. LeClair, said,“I am humbled and honored to lead the great men and women in Navy Reserve U.S. 7th Fleet. I am thankful for the family, friends and shipmates who helped me along the way. They are the reasons I am here today. Also I cannot thank the Town of Scituate, my church – St. Luke’s Episcopal – Father Ray and Father John, coaches, teammates and friends – all those played a part in shaping me and preparing me for this challenge.”

Prior to arriving at NR C7F, LeClair served as the commanding Officer of CNO Warfare Systems (OPNAV N9) Reserve Support Unit. He has operational experience in the Atlantic, Pacific, and Indian Oceans, as well as the Mediterranean Sea and Arabian Gulf. LeClair has completed deployments and mobilizations in support of Operations Northern and Southern Watch, Iraqi Freedom and Enduring Freedom.

Navy Reserve Commander, U.S. 7th Fleet serves effectively as a fully integrated support element for 7th Fleet, providing ready, flexible, and highly-capable augmentation for any planned or emergent requirement in the 7th Fleet area of responsibility.
