    Members of Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) recently received the 2016 Department of Defense (DoD) Diminishing Manufacturing Sources and Material Shortages (DMSMS) Program Achievement Award.

    Led by Anthony Edozie, Teria Cason, Amber Alcorn, Debbie Acosta, and Camille Timan, the AEGIS Weapon System Air Dominance Department Team is being recognized for their outstanding efforts that resulted in higher levels of operational readiness and provided substantial savings which minimized casualty reports, fleet impacts, and supply support issues.

    “We are impacted by an era of decreasing budgets and an increasing need for fleet readiness,” said Edozie, NSWC PHD Equipment Supportability manager. “With those components in mind, proactively resolving obsolescent concerns and issues are at the forefront of sustaining equipment and ensuring that operational availability is high. NSWC PHD has implemented for many years a very proactive and cost-reducing obsolescence program.”

    Specifically, the team proactively managed obsolete parts related to the AEGIS weapon system. According to the DoD Guidebook for Diminishing Manufacturing Sources and Material Shortage, obsolescence is the loss, or impending loss, of a manufacturer of items or suppliers of items or raw materials. Everything from raw materials to nuts and bolts can become obsolete almost overnight, and maintaining an inventory of parts is vital for the Navy to ensure its overall readiness; especially as the expected lifespan of many weapons systems has increased.

    Because of their hard work, the AEGIS Team resolved 196 obsolescence issues in fiscal 2015, resulting in a cost avoidance of $24 million. If tracked from fiscal 2011 to 2016, the aggregate achievements total 1,566 DMSMS obsolescence cases closed with a total avoidance of $164 million.

    “The team takes great pride in how effectively it has managed this program—for over a decade now,” said Edozie. “We have taken great steps in keeping up with ever evolving policies, including counterfeit avoidance, consistent review of mitigating risks, resolution cost effectiveness, and exploration of cross-activity leveraging plans to further reduce costs to Navy programs.”

    The DoD award recognizes both teams and individuals demonstrating outstanding achievement in providing our nation’s warfighters with increased operational readiness and capability through the proactive management of DMSMS. Specific accomplishments required to win the awards include exceptional DMSMS management of weapon systems; activities resulting in significantly improved quantifiable readiness levels; substantial cost avoidance; exceptional Warfighter support related to or realized through a DMSMS issue; and creation or implementation of a DMSM “best practice” with high impact for the Warfighter.

    NSWC PHD is a field activity of Naval Sea Systems Command and provides the global United States Navy fleet with integration, test and evaluation, life-cycle logistics, and in-service engineering for today’s and tomorrow’s warfare systems. Located at Naval Base Ventura County, Calif., NSWC PHD employs more than 2,000 personnel.
