    SAGAMIHARA, KANAGAWA, JAPAN

Story by Staff Sgt. Chanelcherie DeMello

    303rd Maneuver Enhancement Brigade

Lt. Col. Leslie M. Dillard, deputy assistant commandant, Army Reserve, U.S. Army Chemical Biological Radiological and Nuclear (CBRN) Defense School, visits Soldiers of the 472nd Chemical Battalion participating in exercise Imua Dawn 2016, Sagami Depot, Kanagawa, Japan, June 21, 2016.

Pioneered by the 303rd Maneuver Enhancement Brigade, 9th Mission Support Command, evolving into its second iteration as a command post exercise, Imua Dawn 2016 focuses on maneuver support operations and enhancing cooperative capabilities in mobility, Humanitarian Assistance and Disaster Relief (HADR), Noncombatant Evacuation Operations (NEO), and sustainment support in the event of natural disasters and other crises that threaten public safety and health in the Pacific region.

“There is no replacing getting to know someone before the disaster happens,” stated Dillard. “These exercises give us an opportunity to work hand-and-hand with the maneuver commander, which gives him confidence that the CBRN force is ready to do their job,” she added.

Understanding where CBRN Soldiers are in their formations and the challenges they face as they try to interact with their staff counter parts is Dillard’s trade and passion.

Exercises such as Imua Dawn 2016 are fundamental training opportunities for military forces to cultivate operational techniques aligned with their specialty, explained Dillard.

“It’s important that all Soldiers get a chance to use their craft,” said Dillard.

Defining how this relates to CBRN units, Dillard describes CBRN elements as enablers that allow the maneuver force to do what needs to be done on the battlefield. While also being able to refine training on a range of CBRN threats and exercise equipment used to detect and decontaminate those threats. In relation to HADR and NEO maneuvers, CBRN components advise and manage situations in order to mitigate the threat and protect personnel, she added.

“The expectation is that CBRN Soldiers would be able to fight the CBRN fight,” she said.

“It’s a phenomenal opportunity to bring countries and nations together,” Dillard said. “The relationships that are formed now, that we can build on in future exercises, are key,” she said.

The Imua Dawn 2016 exercise kicked off on June 06, 2016 and will come to an end on June 24.
