    An integral part of this year’s Operation Forward Guardian IV (OFG IV) exercise was the Joint Reception Staging Onward Movement Integration (JRSOI) process that marked the official start of the exercise on St. Croix, VI, June 3, 2016.

    Soldiers and airmen of the Virgin Islands National Guard conducted OFG IV from June 3 to June 5, 2016. OFG IV is a scenario based training that would assist them to be better prepared if they were to be called upon to assist civilian authorities in emergency disaster relief efforts after a natural disaster.

    JRSOI is a process that allows for commanders to maintain accountability of their personnel and resources while they are activated and deployed to assist in emergency disaster relief efforts.

    “It is a process by which we integrate warfighters, soldiers and airmen, and service members into the fight,” said Capt. Wanda Williams, who served as the Joint Forces JRSOI commander during the exercise. “The intent is to increase the capabilities within the existing force-structure, in order to assist the incident commander to fill a gap that may exist.”

    The JRSOI process has evolved over the years and is viewed as a key process to the VING’s success in responding to an emergency. The ability to bring in additional forces to support the isolated territory will be a necessity for any catastrophic event.

    The information disseminated during the briefings given to all incoming forces included details on safety, rules on the use of force, public affairs, and overall information on the area of operations.

    During the JRSOI process exercise approximately 570 combined soldiers and airmen were processed into the OFG IV scenario.

    “We would be able to process as many soldiers as it takes to be able to meet our requirements and the commander’s intent,” said Williams.

    At the end of OFG IV, a reverse-JRSOI will serve as a debriefing to ensure that the requirements of the mission were met, as well as to ensure that all personnel are accounted for. It also allows commanders and responders to gather information from the service members on ways in which they can improve when responding to disaster relief efforts.
