During the ceremony, Navy Cmdr. Ben Finney relieved Navy Cmdr. Rick Evangelista as NRD Houston’s Commanding Officer.
While serving commanding officer since November 2014, Evangelista ensured NRD Houston helped keep the Navy manned at appropriate levels to carry out missions and operations essential to National Security.
Evangelista thanked all those who supported him throughout his career and commended Finney on his superb leadership.
Evangelista will move on as the Executive Officer for University of South Carolina’s Reserve Officer Training Corps.
Finney is the district’s 28th commanding officer. A 1995 graduate of the University of Texas and a 2008 graduate of the Naval Post Graduate School and Naval War College. As a Naval Aviator, he’s supported both Operation Southern Watch and Operation Iraqi Freedom. He served as Executive Officer to United States Africa Command (USAFRICOM) Chief of Staff Air Force Maj. Gen. O.G. Mannon before concluding that tour as a Project Manager in the Information Technology Directorate.

Navy Recruiting District Houston seeks out quality candidates with more than 200 recruiters at more than 40 Navy Recruiting Stations across three states. NRD Houston also participates in hundreds of hours of volunteer work each year designed to help give back the communities they serve.
