Chief of Naval Personnel Vice Adm. Bill Moran spoke with Sailors assigned to U.S. Fleet Cyber Command/U.S. 10th Fleet (FCC/C10F), Navy Cyber Warfare Development Group, and Navy Information Operations Command (NIOC) Maryland to discuss personnel, training and policy changes, April 18.

Vice Adm. Jan E. Tighe, Commander, FCC/C10F introduced Moran and spoke about his vision as Chief of Naval Personnel.

"Vice Admiral Moran is focused on improving the quality of service for Sailors and families today while ensuring our Navy is well positioned for the future," said Tighe. "He has instituted, implemented and is overseeing some of the most revolutionary personnel, training and educational changes that I have seen in my entire career. I think we as an enterprise are benefiting greatly and we will see even more of that in the coming years."

Moran used the visit, his first to FCC/C10F, as an opportunity to address the importance of the Information Warfare (IW) community and some of the specific needs of its personnel.

"It is one thing to receive briefs at the Pentagon and to see where the wiring diagrams go, but there's nothing better than talking to the people who operate in this world and this environment." said Moran to an audience of Sailors and DoD civilians at the base theater.

Part of the discussion focused on advancement opportunities in the IW community.

"Over the last five to ten years, we've been able to stabilize our advancements rates to a very nice position," said Moran. "However, some rates go up and down depending on pay grade. So, over the last three years we've taken a closer look at how to get more predictability in advancement rates."

U.S. Fleet Cyber Command serves as the Navy component command to U.S. Strategic Command and U.S. Cyber Command, and the Navy's Service Cryptologic Component commander under the National Security Agency/Central Security Service. Fleet Cyber Command also reports directly to the Chief of Naval Operations as an echelon II command.

U.S. 10th Fleet is the operational arm of Fleet Cyber Command and executes its mission through a task force structure.
