    The Department of the Navy (DON) implemented a new hiring process for DON civilian positions overseas on March 31, 2016.

    By realigning local hire recruitment procedures from the overseas Command Human Resources Offices (HROs) to the servicing Office of Civilian Human Resources (OCHR) Operations (Ops) Centers it provides process, assessment and audit continuity across the DON.

    “To become compliant with the Office of Personnel Management directive, all stateside and overseas vacancies will be posted to USAJobs,” said Tony TorresRamos, Director of the OCHR. “Our primary goal will be to execute an orderly overseas hiring reform with the least disruption to the mission, applicants, human resource community and hiring managers. We will proceed deliberately but efficiently to ensure an orderly transition.”

    In preparation for the transition of overseas U.S. Local Hire recruitment efforts to the OCHR Ops Centers, the process will involve several steps.

    The transitional steps are outlined below:
    1) All Request for Personnel Action (RPAs) for which recruitment has not begun prior to 31 March 2016 will be routed to the servicing OCHR Ops Center for recruitment.

    2) Outstanding RPAs for which a job announcement has been posted prior to 31 March 2016, and a certificate of eligibles has not been issued, will remain with the servicing HRO for recruitment completion and retention of records.

    3) Outstanding RPAs and recruitment case files for which certificates of eligibles have been issued, but no selection has been made, will remain with the servicing HRO for completion and retention of records.

    “The human resource community will collaborate to minimize confusion and maximize transparency. Human resources are one community and we’re all in this together,” added TorresRamos. “The change will increase the HR community’s value by leveraging technology to increase HR’s advisory capacity and strategic focus.”
