CEBU, Philippines – Naval Mobile Construction Battalion (NMCB) 3, Construction Civic Action Detail (CCAD) Philippines, held a ribbon cutting ceremony at Po’og Elementary School, Cebu, Philippines, Nov. 16.

The ceremony marked the completion of a new five classroom school building. The project was a joint effort with the Joint U.S. Military Advisory Group (JUSMAG) Philippines, Armed Forces of the Philippines (AFP) and the Department of Education Philippines (DepEd).

The day kicked off with the Philippine National Anthem and Star-Spangled Banner followed by traditional Filipino dance and songs performed by the students of Po’og Elementary School. Messages of gratitude were given by students, the school principal, representatives from the Department of Education and the former Senator and current Mayor of Toledo City John Henry Osmena and Armed Forces of the Philippines Deputy Commander, Central Command (CENTCOM) Brig. Gen. Roberto Domines.

As a Humanitarian Assistance Project in conjunction with the Armed Forces of the Philippines (AFP), the project allowed the Seabees to assist a grateful community in need, while building long lasting relations between the two nations to include subject matter expert exchanges, community relations activities, team building and comradery. The new classrooms will provide relief for the overcrowded school of approximately 1,000 students and increase education opportunities for the local children.

“There was nothing more rewarding for us as a group then to see the expressions of gratitude from the students and teachers as they saw the finished classrooms,” said Lt.j.g. Tyler Anderson, NMCB, CCAD Cebu officer-in-charge. “The Seabees alongside the AFP 53rd Engineering Brigade put in a lot long hours to complete this project in a timely manner. The relationships made and skills learned are invaluable to our relationship with the Philippines and we look forward to completing additional projects in Cebu.”

During the Ceremony members of the Seabees as well as the AFP were recognized with certificates of appreciation for their hard work and dedication to complete the project. The ceremony concluded with members of the Seabees and distinguished guests cutting the ribbon, officially opening the classrooms for the students and staff to use.

The CCAD’s mission is to execute engineering civic assistance projects, conducts skills exchanges with the host nation, and perform community relations events to help enhance shared capabilities and maintain relationships.

NMCB 3 is homeported in Port Hueneme, Calif., and is currently deployed to Okinawa, Japan. The mission of NMCB 3 is to support Navy and joint forces throughout the U.S. Pacific Command (PACOM) Area of Responsibility (AOR) through construction projects and humanitarian missions in more than 14 different geographical locations.
