    FORT LEE, Va. - The Defense Contract Management Agency's new Talent Management System, known as TMS, makes its debut in December. In the video interview, Kathy Butera, DCMA Human Capital executive director, explains the overall goals of TMS and the features it brings to agency personnel.

    “The DoD’s goal is to optimize personnel readiness posture for the department,” Butera said. “The DCMA goal is to create an agile learning environment for our employees. TMS will support this by allowing us to create learning events based on the position you hold in the organization. Additionally, TMS will save a lot of administrative time for agency personnel.”

    Butera explained the benefits TMS brings to employees, supervisors and training coordinators. “As an employee, you’ll be able to see your entire training profile. You can see your training requirements, completions and any training you need to take based on your position. You can also browse the entire training catalog.” Butera continued, “As a supervisor, you can see your entire team’s training profiles and assign courses based on position. Furthermore, TMS will allow training coordinators to gather metrics and run reports by (contract management office), by region and so on.”

    And this is just the beginning, Butera said. TMS is being deployed in three increments. Increment one, being released in December, focuses on training and training management. When deployed, users will use TMS exclusively for training registration as well as viewing training history and plans.

    The capabilities found within tools such as Civilian Training Management System and the Course Registration Tool are being absorbed into TMS increment one. These systems will be retired soon after TMS is deployed and the system will absorb approximately 80% of Training Competency and Assessment capabilities.

    In 2016, TMS will continue development and deployment with increment two, focusing more on management of personnel, including quota management and budgeting as well as feedback surveys. Increment three will focus on competency assessment, policy compliance, plus individual development plan and on-the-job training management, replacing the First Line Supervisor Review eTool as well as the remaining capabilities of TCAT. Deployment of increment three is slated for early 2017.

    When fully deployed, TMS will be the agency’s single-point of entry and tracking for all training and certifications, both internal and external to DCMA. TMS will incorporate employee competency assessments as well as track training policy compliance.
