DAENNER KASERNE, Germany — Starting Oct. 1, 2015 Army Reserve’s only forward-stationed command in Europe will change its name.
The 7th Civil Support Command re-designates to the 7th Mission Support Command. The command has nearly 1,000 Soldiers assigned to 22 reserve units, stationed throughout Germany and in Vicenza, Italy.
“The re-naming brings us in line with other Army Reserve organizations outside the continental United States,” said Brig. Gen. Arlan DeBlieck, the commanding general of the 7th MSC. “We join the 1st MSC in Puerto Rico and the 9th MSC in Hawaii.”
The 7th MSC supports U.S. Army Europe in a similar way that the 1st MSC supports U.S. Army South, and the 9th MSC supports U.S. Army Pacific.
The 7th MSC’s mission will not change. Missions include providing a core of personnel to establish a Joint Task Force Headquarters, regional support command for U.S. Army Reserve Title X support functions to assigned forces or other U.S. Army Reserve assets in theater, civil affairs, c
chemical, biological, radiological and nuclear capability, medical support, transportation coordination, human resources and professional military education.
The 7th MSC can rapidly deploy an immediate response capability and provide Title 10 responsibilities for European-based units.
The 7th MSC is capable of rapidly interfacing with NATO allies and other partners in the event of natural or man-made disasters.
The commanding general is dual-hatted as both the 7th MSC commanding general and the deputy commanding general for the 21st Theater Sustainment Command.
In addition, the 7th MSC commanding general is tasked with mission command for U.S. European Command’s Joint Task Force – Consequence Management able to respond with humanitarian assistance, disaster response, consequence management and civil-military emergency preparedness.
Since 2013, the 7th CSC has supported more than 40 exercises in 22 countries. Over the past five years, the 7th CSC deployed 10 out of its 22 units.
The 7th MSC traces its history back to 1956, when the first Army Reserve units, consisting of five schools, were established in Europe. The provisional 7th Army Reserve Command was formed in January, 1986.
On April 16, 1987, Department of the Army approved the authorization document for the 7th ARCOM, and it became a general-officer command in 1989. The 7th ARCOM commanded and controlled all Army Reserve troop program units in Europe.
Eleven 7th ARCOM units, with almost 300 reservists, were activated in support of Operations Determined Effort and Joint Endeavor, serving alongside their active Army counterparts in Germany, Hungary, Croatia, and Bosnia-Herzegovina. During Operations Desert Shield and Storm, five 7th ARCOM units were mobilized and served in Southwest Asia.
The 7th ARCOM moved to Daenner Kaserne in Kaiserslautern, Germany in 2008. In October 2009, the 7th ARCOM was re-flagged as the 7th CSC.
