    PHOENIX – Over 100 Soldiers and Airmen from 13 states attended a three-day Fiscal Law class at Papago Park Military Reservation, Sept. 15-17.

    National Guard resource managers, fund holders, funds certifying officials, authorizing officials and other officials responsible for the expenditure of federally appropriated money attended the course hosted by the Arizona National Guard.

    “The Department of Defense Financial Management Regulation requires any personnel responsible for the fiscal management and use of federal funds to attend this course every three years,” said Air Force Senior Master Sgt. James Miller, Supervisory Human Resource Specialist for the Arizona National Guard. “It is crucial for all personnel responsible for the accountability of funds to remain up-to-date on current laws and practices.”

    Fiscal law’s main sources are the Constitution, legislative acts, judicial rulings, and Comptroller General Decisions. This foundation provides the key elements that a certifying officer or an accountable official must ensure are met before funds are obligated. For effective decision support affirmative authority must exist for funds to be used.

    Maj. Gen. Michael McGuire, Adjutant General of the Arizona National Guard, addressed the graduates during the closing remarks of the course and emphasized the importance of fiscal responsibility.

    “As good stewards of federal funds, you must respect the public’s trust that their taxpayer dollars will be managed responsibly,” McGuire said. “As you learned in this class, fiscal accountability resides at all levels of the organization.”

    Of the National budget, Department of Defense spending accounted for almost 22 percent in fiscal year 2015. The Arizona National Guard operates on a budget of approximately $113 million, approximately 90 percent of which is federal funds.
