    382nd Public Affairs Detachment

    KURE BEACH, N.C. -- Soldiers assigned to 60th Troop Command (60th TC), North Carolina Army National Guard, established and operated the Joint Task Force Tarheel tactical operations center at the Fort Fisher National Guard Training Center, which is co-located with the Fort Fisher Air Force Recreation Area, here, Aug. 7-9, 2015. The 60th TC is the North Carolina Guard’s brigade headquarters for supporting domestic operations.

    “We’re becoming more of a domestic operations center,” said Capt. Raffaela B. Gibbard, the Headquarters and Headquarters Company, 60th TC commander. “If we have a hurricane, if we have a snow storm or a civil disturbance, we’ll be able to respond to that.”

    This is the first of many training exercises planned for the JTF during the end of fiscal year 2015 and throughout 2016.

    "Our role is to restore communications and provide communications for the JTF,” said Staff Sgt. Ronald A. Valenzuela, the HHC, 60th TC Training noncommissioned officer. “The joint task force is not necessarily only soldiers, but it is a brigade level element that may consist of 60th Troop Command, FEMA interagency support.”

    During a domestic operations mission sometimes a structure isn’t available for the JTF to conduct operations.

    A regional emergency response network (RERN) trailer is deployed alongside the operations center to establish a communication system with soldiers on the ground and local emergency management.

    “Given a situation in a natural disaster, this is the what-if scenario, if there is no structure and we have to go there and set one up,” said Valenzuela.

    The brigade’s commander, Col. Ephraim E. Grubbs, III, took time during the training exercise to example how essential the TOC and each Soldier’s role is during a domestic operations.

    “This unit has the greatest mission in the North Carolina Guard. In this organization you get to touch every single skill, said Grubbs. “It’s the best kept secret in the North Carolina Guard.”

    The 60th Troop Command is comprised of an assortment of units, all with distinct missions and purposes making it the most diverse brigade in the North Carolina National Guard. Its units include the 42nd Civil Support Team (WMD); 5th Battalion, 113th Field Artillery Regiment; NCNG Recruiting and Retention Battalion; B Company, 3rd Battalion, 20th Special Forces Group (Airborne); B Company, 1st Battalion, 20th Special Forces Group (Airborne); Special Forces Detachment-X; NCNG Medical Detachment; 163rd Area support Medical Company; 430th Ordinance Company (EOD); 130th Military History Detachment; 382nd Public Affairs Detachment and 440th Army Band.
