    JOINT BASE MCGUIRE-DIX-LAKEHURST, N.J. - A civilian employee with the Army Reserve’s 99th Regional Support Command was named to the U.S. Army Reserve Command’s Antiterrorism Honor Roll for Fiscal Year 2014.

    Dan Lalonde, antiterrorism officer for the 99th RSC’s Directorate of Emergency Services, received the USARC Provost Marshal award Aug. 21 from Maj. Gen. Margaret W. Boor, 99th RSC commanding general.

    “When I arrived at the command in September 2012, I found that the 99th RSC had no antiterrorism program,” said Lalonde, who served in the active Army for 20 years. “I took it from there and built the program.”

    In 2013, USARC personnel performed a staff-assistance visit at the 99th RSC and helped Lalonde with his fledgling antiterrorism program. Six months later, USARC returned to review and rate the developing program.

    “I went from zero to seventy-four percent,” said Lalonde, a Gulf War veteran.

    To date, Lalonde has personally conducted 35 staff-assistance visits at the 99th RSC’s Area Maintenance Support Activities and Equipment Concentration Sites throughout the command’s 13-state area of responsibility.

    “All the AMSAs and all the ECSs now have a good antiterrorism program,” Lalonde said.

    “He’s done a great job,” said Don Carter, director of Emergency Services for the 99th RSC. “Dan went in and established a plan for every facility. He also did an outstanding job with the USARC antiterrorism inspection, and been recognized as a subject-matter expert by the Army Reserve’s Operational, Functional, Training and Support commands who have come to him asking for information and clarification on policy.

    “He has also done an outstanding job not only with the basics as far as regulatory requirements, but he took open-source data and harnessed it from four or five different venues and pushed that out so our AMSAs, ECSs, bands and press camps have a good situational awareness,” Carter added.

    Lalonde’s efforts have gone a long way to supporting the 99th RSC’s mission, which is to provide facilities, programs and services to Soldiers, Civilians and their Families in the Northeast Region, to support Army readiness, to sustain the All-Volunteer Force, and to ensure infrastructure for current and future mission requirements.

    “It was a lot of hard work starting out and establishing the program, but I feel confident that during USARC’s next staff-assistance visit in November, the 99th RSC will pass with flying colors,” Lalonde said.
