    311th Expeditionary Sustainment Command   

    CAMP PARKS, Calif. - Cmdr. (P) Alan Schmitt, 5th Navy Expeditionary Logistics Regiment operations head, and Lt. Michael Rorholm, Navy Cargo Handling Battalion 5 operations officer, attended the 311th Expeditionary Sustainment Command’s Big Logistics-Over-The-Shore, West exercise July 30-31, which was conducted at Alameda Point, Military Ocean Terminal Concord and Camp Parks, California.

    BLW15 is a seaport and harbor logistics operation, which includes the loading and unloading of cargo by truck and crane, a bare-beach landing and many more related tasks. The Soldiers worked closely with the U.S. Navy, U.S. Air Force, U.S. Coast Guard and the U.S. Maritime Administration.

    The Navy Expeditionary Logistics Regiment is a vital enabler of Maritime Prepositioning Forces, Joint Logistics Over The Shore operations and maritime forces ashore providing expeditionary cargo handling services for surface, air, and terminal operations, tactical fueling, and ordnance handling/reporting in support of worldwide Naval, Joint, interagency and combined forces/organizations.

    “From our command's perspective, this exercise is important because of the of the large scale of expeditionary logistics activities taking place in the vicinity of the West Coast, which is the same geographic region that 5th NELR units occupy and train in,” said Schmitt. “This is a great opportunity to learn more about the functions of the many Army Reserve units supporting this exercise and how they integrate together to accomplish this mission, increasing contacts, exchanging information and continuing to build a partnership with the Army.”

    The 311th ESC capabilities run the gamut from warehouse and freight terminal management, fuel distribution, tent camp, maintenance and personnel support functions, laundry and ship's store to traditional shipboard cargo handling and expeditionary air cargo operations.

    More than 750 Army Reserve Soldiers from throughout the United States came together to train at these three East Bay locations and came as far away as Washington state, Virginia, Texas, Louisiana, Massachusetts, Minnesota, Georgia and Puerto Rico.

    Schmitt and Rorholm are attending BLW15 to observe the many operations that the 311th ESC is conducting. During the next BLW15, the U.S. Navy Reserve plans to integrate with the 311th ESC and other Army Reserve units to play a bigger part in the exercise.

    “I’m happy that Cmdr. Schmitt and Lt. Rorholm could be here this year, because they are the experts when it comes to vessels and we can learn a lot from them,” said Brig. Gen. David E. Elwell, 311th Expeditionary Sustainment Command commanding general. “But more than that, when we train with the other services we become a stronger force and, when we deploy in the real world, we work together better.”

    The 311th ESC’s primary mission is to command the sustainment brigades that provide combat support and combat service support in the areas of supply, maintenance, transportation, field services and the functional brigades or battalions.
