    MILWAUKEE - Defense Contract Management Agency team members here recently partnered with Defense Contract Audit Agency personnel and multiple business advocacy groups to produce a daylong training session for current and prospective government contractors.

    More than 60 attendees from primarily small manufacturing businesses in Illinois, Wisconsin and Michigan attended the training. DCMA Milwaukee and DCAA Chicago suboffice representatives provided training, and Michael Paulini, DCMA Cost and Pricing Center Data Analysis, Training, and Recruitment Group director, conducted a presentation.

    “We were pleased to have the opportunity to contribute to cost control and affordability by educating industry on the complexities of contract compliance,” said Army Lt. Col. Matthew Phelps, DCMA Milwaukee commander. “The participation of multiple [Department of Defense] organizations demonstrates a commitment to preventing costly noncompliance in addition to our robust oversight activities. Our mission of delivering actionable acquisition insight is better served when those tasked with oversight directly provide the information needed to lower overall costs and improve performance.”

    The training was hosted in partnership with the National Contract Management Association, the National Defense Industrial Association and the Wisconsin Procurement Institute.

    The eight-hour session covered a range of topics related to cost and pricing regulations and requirements. Highlights included an in-depth discussion and up-to-date instructions on incurred cost submissions, accounting system requirements, document retention, price/cost analysis with emphasis on prime contractor responsibilities and the Contract Business Analysis Repository. The open forum provided attendees an opportunity to ask questions and voice concerns regarding changes in regulations and procedures related to contract administration.

    Small businesses comprised 23 percent of the DoD’s prime contracts in fiscal year 2014, receiving about $53 billion in work, said Andre Gudger, director of the Office of Small Business Programs, in an October DoD News interview.

    According to Gudger, small business contracting is on the rise throughout the defense acquisition community in part due to their flexibility. “Small companies are typically very agile and nimble,” he explained. “They are very responsive to new and emerging threats, new and emerging technologies and new and emerging capabilities, so being more agile and nimble, they can bring and deliver products to the market faster.”
