JACKSONVILLE, Fla. – Fleet Readiness Center Southeast’s (FRCSE) Aircraft Paint and Finishing Hangar is undergoing renovation designed to reduce its energy footprint by nearly $1 million annually.

The project is being funded using congressional-appropriated funding through the Energy Conservation Investment Program.

The renovation encompasses the replacement of old motors with premium efficiency motors for 24 large make-up air units used to supply fresh air to the high bay paint cells. These large make-up air fans will be retrofit with variable frequency drive fans allowing air flow to the paint cells to be modulated at all times – providing only the required amount of air at any given time and resulting in exceptional fan energy savings, according to Naval Facilities Engineering Command officials.

A brand new, state-of-the-art "smart" digital control system will replace the old pneumatic control system used to control both paint cell fans and steam coil heating for the paint cells. All incandescent lighting in the paint mix room is also being replaced with new explosion-proof LED lighting. LED lighting has 40-50 times the life span of incandescent lighting and requires less than 20 percent of the energy, yet provides the same level of lighting.

Adrian Gray, the energy manager for FRCSE, said the renovation will be complete by the end of this year and he expects the project to provide benefits beyond just energy savings.

"The project will repair and replace old, inefficient systems and equipment, reduce energy consumption and improve the painting process by eliminating energy waste and providing better control of the aircraft painting process,” he said.

The overall energy savings for this project estimates at 30,989 million British Thermal Units (MBTU) of annual energy — or $864,579 per year — but Gray believes the saving will be even greater.

“The proposed savings to all parts of the painting process, including maintenance, is expected to exceed $1 million per year," he said. “And, we haven’t had to reduce our workload. We still have four of the hangar’s six bays in full operation while the renovation is being done.”

$1 million annually would be enough savings to pay more than half the entire annual utility bill for the hangar.
