    NELLIS AIR FORCE BASE, Nev. – Nearly two years ago, the base’s Unit Effectiveness Inspection cycle began under the new Air Force Inspection System. AFIS was designed to improve performance, military discipline and management excellence up and down the chain of command, and allow commanders to shift their focus from inspection readiness to mission readiness.

    From Nov. 1 - 7, Air Combat Command’s Inspector General team will be at Nellis and Creech Air Force Bases for the UEI Capstone to rate how effective each base is in performing and completing its mission. Their focus is to evaluate each wing commander’s inspection program and look for areas of potential undetected non-compliance.

    The Capstone marks the end of the current UEI inspection cycle and validates a wing’s CCIP, or commander’s inspection program, and rates the wing on four major graded areas: Managing resources, leading people, improving the unit and executing the mission.

    “For previous inspections, there were set criteria determined by functionals weeks prior to the inspection and those are the areas that units had to show compliance in. Those days are gone, and the IG will look for total program compliance in accordance with the governing guidance of Air Force Instructions, technical orders, Department of Defense Instructions, etc.,” said Maj. Jennifer Cowie, 99th Air Base Wing IG director of inspections. “They will also ensure our wing inspection team knows how to properly inspect and find areas of potential non-compliance. Everyone should understand why we’re inspecting - to meet the commander’s priorities.”

    Lt. Col. Yira Muse, 99th ABW IG, said the UEI capstone event will go a long way in showing Nellis AFB Airmen this is not the old inspection system with a new name, and the inspectors are ready to help improve the wing’s mission effectiveness.

    “In the past, we wasted a lot of our effort taking our eyes off of mission readiness to prepare to pass the inspection instead of showing the inspectors how we do our mission,” Muse said. “Since we are a few months out, now is the perfect opportunity to make sure everything has been put in place and is working. If you have deficiencies, Airmen should route that up through the chain, so your unit commander or wing commander can decide how to reallocate resources or accept the risk of continuing on with the mission.”

    Muse also said Airmen could receive phone calls from ACC IG before the November Capstone.

    “Do not be surprised if you get a call from headquarters ACC IG looking for permissions to look into your (Management Internal Control Toolset) or anything else, that is part of the process,” Muse said. “Those requests should flow through our office, but we know those types of calls will go to the shop-level Airmen. If you are on the receiving end of that request, vet it through your chain of command to keep them in the loop.”

    The most important thing Airmen need to know, said 99th ABW commander Col. Richard Boutwell, is the Capstone is all about self-awareness and the Capstone week should run like a normal work week.

    “I think we are going to do well, because for us mission readiness is inspection readiness,” Boutwell said. “Know your job and give it your best effort each and every day. If you say you are able to effectively accomplish your mission today, you should be able to be inspected on that and pass, and I think we are ready.”
