FORT KNOX, Ky. -- Maj. Gen. Thomas C. Seamands assumed command of U.S. Army Human Resources Command in a ceremony at its headquarters, the Lt. Gen. Timothy J. Maude Complex, June 5.
In his last official act as outgoing commander, Maj. Gen. Richard P. Mustion passed the HRC colors to Seamands and relinquished command in a ceremony officiated by Lt. Gen. James C. McConville, U.S. Army deputy chief of staff, G-1/Personnel.
The passing of the colors symbolizes the relinquishment of command, acceptance of command and enduring confidence placed by leadership. The ceremony is significant to all Soldiers, regardless of the era, since they can witness the passing of the symbol of authority from the old leader to the new leader, the passage of the Soldier's loyalties and responsibilities from the old to the new leader.
Seamands comes to HRC from the Pentagon where he had served as director of Military Personnel Management since July 2012. He previously served with HRC's predecessor organization, U.S. Army Personnel Command, as chief, Combat Service Support Team and Continental United States Distribution Team. He also previously served as Assistant Chief of Staff, CJ-1, Multi-National Corps-Iraq, in Baghdad, Iraq.
His awards and decorations include the Distinguished Service Medal, Legion of Merit, Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Master Parachutist Badge, Air Assault Badge and Army Staff Identification Badge.
"I can't tell you what an honor it is for me to assume command of this outstanding organization. I am aware of HRC's reputation for care, concern and compassion toward our Soldiers, their families, our retiree community as well as veterans," said Seamands. "So, I do know who you are, and I do know what you do, and I am thankful to be a part of the team. We have a sacred trust to take care of Soldiers in every component. Together we will make the Army stronger."
"We say farewell to Rick Mustion, a legend in the AG Corps," said McConville in his remarks to HRC distinguished guests and staff. "Rick is a premier general officer in the AG Corps and his impact on the Corps is unmatched. The good news for HRC is today we welcome another giant in the AG Corps in his own right, Tom Seamands."
He also praised Mustion and lauded his military career, saying his abilities as a leader ensured no challenge was ever too big for him and highlighting the enthusiasm and compassion he brings to everything he does.
For his part, Mustion thanked the HRC work force for all they have accomplished over the past three years.
"There is no doubt this HRC team makes a difference every day in the lives of Soldiers and their families. You support and feel a true sense of responsibility to our Army's most precious asset, our Soldiers. Every single day, you touch thousands of lives in numerous ways," he said.
"It's never easy to say good-bye so I will simply give you my thanks. I thank everyone who has been part of my 34-year journey. It's been incredible and I can say that there have been no bad days as a Soldier," Mustion said.
Immediately following the change of command Mustion took part in a retirement ceremony during which he was presented the Distinguished Service Medal, a Certificate of Appreciation from the president of the United States for his 34 years of service and a certificate of retirement.
