    311th Expeditionary Sustainment Command

LAS VEGAS – Capt. Scott L. Ford, a Mission Viejo, California, resident, assumed command of the 650th Regional Support Group headquarters company from Capt. Hai H. Pham, who had led the unit for two years, in a change of command ceremony at the U.S. Army Reserve Center in Las Vegas April 11.

Ford enlisted in the U.S. Air Force in 1984. He served as an engineering specialist at Comiso Air Station, Sicily, and U.S. Air Force Academy in Colorado Springs, Colorado. He direct commissioned in the U.S. Army Reserve in 2006, where he has served as company executive officer, detachment commander and HHC commander. Ford earned a Bachelor of Science degree in Management/Accounting from Park University in 2001.

"It's with great pleasure, and truly an honor, that I now assume command of the 650th headquarters company," said Ford. "I want the Soldiers to know that I will always be there for them and together we will accomplish the mission of being ready for deployment."

The ceremony was conducted in the unit drill hall, where the company stood in formation. It was a small ceremony, but the close net unit had a heartfelt event.

The core of the ceremony was the formal transfer of authority and responsibility. The transfer of colors is significant in many ways and the building blocks for the future of achievement.

The keeper of the colors, Master Sgt. Joshua J. Moore, passed the colors to the outgoing commander, Capt. Pham. He then passed the colors to the unit commander, Col. Amy M. Taitano, symbolizing the relinquishment of his command. She then delivered the colors to Capt Ford, transferring the command to him. Finally, the new commander passed the colors back to the keeper of the colors, who is charged with protecting it. At the end of the ceremony, the unit commander ordered the new HHC commander to take charge of his headquarters.

In his closing remarks Pham thanked all of the Soldiers who had supported him saying, “I want to thank those who helped me because without you I couldn't have accomplished anything," said Pham. "It was an honor and privilege to serve with you."

The headquarters company is usually referred to by its abbreviation as an HHC and is made up of the headquarters staff and headquarters support personnel administratively assigned, and assisted by key officers and primary staff officers.

The 650th RSG was constituted in the Army Reserve in 1998 at Salt Lake, Utah. The unit was reassigned to Las Vegas, Nevada in 2007. In August 2010 the unit deployed to Kabul, Afghanistan in support of Operation Enduring Freedom.

In 2011, the 650th RSG was realigned under the 311th Expeditionary Sustainment Command and took control of three battalions: 314th Combat Sustainment Support Battalion, 469th CSSB and the 483rd Transportation Battalion. Its area of operation spans over three states, including California, Nevada and Arizona.
