RICHMOND, Va. - Navy Rear Adm. Deborah Haven, Defense Contract Management Agency International commander, was the guest of honor at a Feb. 7 celebration marking the 100th anniversary of the Navy Reserve at the Navy Operational Support Center here.
The event, hosted by Navy Cdr. Joseph Spagnoli, NOSC Richmond commander, featured Haven’s opening remarks to hundreds of attendees, the majority being Navy Reserve and active duty personnel.
“Our Navy Reserve sailors have answered our nation’s call in times of war and peace for 100 years,” said Haven. “When the U.S. entered World War I on April 6, 1917, there were 8,000 sailors serving in the Navy Reserve Force. When the fighting ended on Nov. 11, 1918, more than 250,000 were on active duty, which was more than half of the war-time Navy.”
Haven presented an overview of other significant milestones for the Navy Reserve, including:
— During World War II, the Navy grew its force from 400,000 to over 3 million.
— 84 percent of sailors serving in World War II were in the Navy Reserve.
— 100,000 women served in the Navy Reserve during World War II.
— Five U.S. presidents served in the Navy Reserve: John F. Kennedy, Lyndon B. Johnson, Richard M. Nixon, Gerald R. Ford and George H. W. Bush.
— For the Korean conflict 200,000 reserve sailors mobilized, including many World War II veterans. Navy Reserve aviators flew nearly 75 percent of the Navy’s combat sorties.
— More than 22,000 reserve sailors were mobilized for the first Gulf War providing valued capabilities in a wide variety of specialties.
— 70,000 members of the Navy Reserve completed more than 70,000 mobilizations worldwide since Sept. 11, 2001.
— Today, there are roughly 59,000 sailors in the Navy Reserve.
“Navy Reserve sailors … that is you … patriots who balance the demands of family life, civilian careers, community service,” said Haven. “You bring a diverse background and needed civilian skills to the team. It means being a part of something bigger than yourself.”
Haven, a 27-year Navy veteran, has answered the nation’s call on four occasions — Desert Storm, Haiti, Qatar and with Navy Cargo Handling Battalion 9, which provided cargo handling support to expeditionary logistics commands, maritime prepositioned forces and expeditionary air cargo operations.
The ceremony concluded with Spagnoli and Haven cutting a cake celebrating the anniversary and presenting special awards to sailors and local civilian employers of Navy personnel.
According to NOSC Richmond’s senior enlisted leader, Chief Petty Officer Matthew Roupe, the center supports 287 reserve personnel, 13 active duty full time support staff and one civilian employee.
“The center’s mission is to generate mobilization readiness by providing administrative services, training support, and world class customer service to reserve personnel in support of surge and operational requirements for the Navy and Marine Corps team and Joint Forces,” said Roupe.
He continued, “NOSC Richmond provides training, logistics and administrative support to 18 assigned Navy Reserve units. We also provide a myriad of services to the local area; as in funeral honors for veterans, training the local chapter of Sea Cadets, as well as supporting the Toys for Tots program.”
According to Lara Johnson, DCMA Navy operational support officer, the agency has 31 Navy Reserve members assigned — 27 officers and four enlisted.
