    USFF announces 2014 DRA Sea, Shore Sailor of the Year

    NORFOLK, Va. – U.S. Fleet Forces (USFF) Deputy Commander Vice Adm. Nora Tyson announced the 2014 USFF Direct Reporting Activities (DRA) Fleet Sea and Shore Sailors of the Year (SOY) during a ceremony at the Norfolk Waterside Sheraton March 5.

    Hospital Corpsman 1st Class Delita D. Shields, of Baltimore, assigned to Commander, U.S. Marine Forces Command was named USFF DRA Sea SOY, and Yoeman 1st Class Raul I. Ramirez, of Santurce, Puerto Rico, assigned to Commander, Navy Munitions Command, was named USFF DRA Shore SOY.

    Eight finalists from 13 commands that report directly to USFF participated in a week of activities designed to highlight their individual accomplishments. A review board also evaluated the candidates’ performance throughout the year during an interview to determine who would be chosen for the elite 2014 titles. Hampton Roads military and civilian supporters sponsored various social functions leading up to the announcement. Tyson awarded each finalist a Navy Commendation Medal for their outstanding achievements.

    “The greatness of our Navy is not measured by the numbers of ships, submarines or airplanes we have in our inventory. It is about the dedicated, hard-working Sailors who bring these platforms to life,” said Tyson in a speech to the finalists. “In my opinion, you are all winners and I am proud to serve with every one of you.”

    Shields and Ramirez will go on to the next round of competition to compete against all east coast based major commands.

    The Chief of Naval Operations established the SOY Program in 1972 to recognize the outstanding Sailors of the Atlantic and Pacific Fleets. The program is designed to recognize the best all-around Sailors from the ranks of E-4 through E-6.

    • Hospital Corpsman 1st Class Amy F. Keller, U.S. Marine Corps Forces, Special Operations Command

    • Logistics Specialist 1st Class Jameca C. Hughes, Commander, Expeditionary Strike Group TWO

    • Hospital Corpsman 1st Class Nathan E. White, Commander, Military Sealift Command

    • Logistics Specialist 1st Class Samantha N. Williams, Commander, Carrier Strike Group EIGHT

    Fleet Shore Sailor of the Year finalists:

    • Yeoman 1st Class Jason A. Ussia, Commander, USFF

    • Hospital Corpsman 1st Class Merly P. Maltezo, Commander, Naval Strike and Air Warfare Center
