RALEIGH, N.C. – Soldiers assigned to the 60th Troop Command welcomed Col. Ephraim E. Grubbs III as their new leader during a change of command ceremony Oct. 18 at the command’s headquarters in Raleigh.
The 60th Troop Command, part of the North Carolina National Guard, oversees 12 unique Army National Guard units, and is also prepared to command and control military forces supporting civilian authorities during natural or man-made emergencies.
Grubbs, a career Soldier and owner of a general contractor firm, accepted the command's colors from Col. Danny L. Mills, who has led the unit since July 2013.
“It is an honor and great privilege to have the opportunity to assume command and come back to the 60th Troop Command,” said Grubbs, who served as the command's senior operations officer during a previous assignment.
Grubbs began his military career in 1989 and has served in a variety of military organizations, to include the 82nd Airborne Division, the 217th Personnel Services Battalion, and the Joint Force Development office for the Joint Chiefs of Staff.
“My goal is to continue on the path of success on which Colonel Mills has guided our Soldiers and this organization,” Grubbs said.
The change of command ceremony not only welcomed Grubbs as a new commander, but also celebrated the successful command of the outgoing commander, Mills, who is scheduled to retire from military service.
“I’ve been in the military for 31 years and the experiences I’ve gained here and the Soldiers I’ve met … have helped shape me into the officer I am today,” Mills said.
With a background in military intelligence, Mills' assignments include command of the 42nd Civil Support Team, an element of 60th Troop Command, which supports civil authorities and domestic special events.
Mills said he is moving on to enjoy more time with his family and close friends, while continuing to focus on his civilian career with the North Carolina Highway Patrol. Above all, he’ll always remain a supporter and advocate for service members in the North Carolina National Guard, he said.
During the ceremony, family members, Soldiers and honored guests watched on as leaders from the 60th Troop Command's 12 units called their Soldiers to attention and presented salutes in recognition of their old and new leadership.
These units represent the North Carolina National Guard’s most diverse skill sets to include Special Operations, field artillery, explosive ordnance disposal, medical support and National Guard Recruiting - among others. Combined, these units have supported operations and exercises across the world, including Operations Iraqi Freedom and Enduring Freedom, multinational exercises in Europe and South America, and state partnership events with military units in Moldova and Botswana.
“I look forward to the opportunities, challenges, and continued success of the 60th Troop Command,” Grubbs said.
