    III Marine Expeditionary Force   

    SAN NARCISO, ZAMBALES, LUZON, Philippines – A local mayor greeted a group of Marines representing the Zambales Humanitarian and Civic Assistance team. The Marines are tasked with refurbishing a local school’s classrooms. One of the mayor’s largest problems is fixing up run down and damaged schools in his city.

    The mayor was happy to welcome the Marines into his city to discuss assessing the population for future missions regarding the refurbishing of local schools and medical aid stations being setup throughout the area.

    “The school buildings are my main priority,” said Mayor Peter Tim Lim, the municipal mayor of San Narciso. “They are so dilapidated, but we are lucky you have come to Zambales. The new classrooms will benefit so many people.”

    The mayor has held office for two terms, or four years so far, and has seen his share of Marine’s helping his community. The Marines will be taking part in Amphibious Landing Exercise 15. Phiblex has taken place for 31 years in the Philippines.

    “You have already given us so much,” said Lim. “You have constructed a foot bridge and conducted many medical missions that have been a huge help for us.”

    To determine the cities and areas that will receive aid assessments are conducted. These assessments are of the schools, population, the cities themselves, and many other variables.

    “Today’s visit was meant to gather information to conduct assessments of the city,” said GySgt. Lawrence W. Watters, the team leader for the HCA civil affairs team with Civil Affairs Command Element, III Marine Expeditionary Force. “The information we have gathered is to determine where the humanitarian funds will be placed for future training exercises.”

    The city of San Narciso is 1 of forty towns funded by the world bank for disaster management in 2012. In 2013 they implemented and drafted their disaster plan.

    “The disaster plan is one key assessment we look for,” said Cpl. Blake A. Campbell, a civil affairs non-commissioned officer with Civil Affairs Command Element, III Marine Expeditionary Force. “We look to see if they would be able to take care of themselves during a disaster, what kind of help would be needed, and if any evacuations would be made and how many people that would include.

    The elementary school Bedding Mabangcal Elementary School was chosen for this HCA team during Phiblex 15 and has 2 rooms that will be reconstructed and refurbished.

    “It is such a huge help from the U.S. to focus on schools,” said Lim. “We appreciate it so much that the people will be glad to welcome you, especially if you come back.”
