    NORFOLK, Va. – The Norfolk District authorized the environmental permit to develop the Commonwealth Crossing Business Center in Henry County, Va. here today.

    The Henry County Industrial Development Authority agreed to the proffered permit sent by Norfolk District last week, which allowed Col. Paul Olsen, Norfolk District commander, to finalize and authorize the permit.

    “This is one of our nation’s most complex current regulatory actions, but our mutual signing of the permit demonstrates that we can collaborate to strike and agreement that balances the area’s pressing economic needs with its pristine natural resources,” Olsen said.

    The project required a federal permit under Section 404 of the Clean Water Act. The permit authorizes Henry County to provide infrastructure, transportation and pad site improvements to accommodate construction for two proposed facilities or businesses at the business center.

    As part of the permit, the Corps is authorizing the county to mitigate the impacts to wetlands by purchasing stream and wetland credits in nearby mitigation banks as well as off-site stream preservation.

    The permit for performing work is good until April 1, 2024.
