PACIFIC OCEAN - Eligible enlisted sailors aboard U.S. 7th Fleet flagship USS Blue Ridge (LCC 19) completed officer appraisal interviews for a commission through the Navy’s limited-duty officer and chief warrant officer programs Aug. 10.
The LDO and CWO programs provide a commissioning path for outstanding sailors in the ranks of E6-E9 who possess subject-matter expertise and well-honed technical skills in their given field.
“The LDO and CWO Programs provide our Navy with a vital form of experienced leadership,” said Lt. Cmdr. Wilfredo Eslao, Blue Ridge’s administration officer. “Officer technical specialists and managers have extensive expertise and authority to direct the most difficult and exacting technical operations in given occupational areas at sea and ashore.”
LDO and CWO commissions give the sailors an opportunity to take charge and make a difference, as they will receive increased responsibility and authority.
“I’d like to affect sailors and policy on a broader level than I can as an enlisted Sailor,” said Chief Master-at-Arms Devon Fields, who is applying for an LDO commission.
The 11 Blue Ridge sailors who are applying for a commission through the fiscal year 2015 have taken the proper steps in order to be considered for the program. They have passed the E7 exam (E6 candidates), submitted a special request through their chain-of-command, compiled a complete and accurate package and have been interviewed by a group of officers who assess their potential. The final step will be their individual ranking against other Blue Ridge candidates, completed by the Commanding Officer Capt. Will Pennington.
“Only those individuals who have clearly demonstrated sustained superior performance, outstanding leadership abilities and the potential to serve as commissioned officers will be recommended for these programs,” said Eslao, who also sits as a member of the LDO/CWO selection board.
Those commissioned may eventually have the opportunity to serve as an officer-in-charge or a commanding officer.
“No matter which path I take, I want to reach the top,” said Fields. “Whether that’s as a master chief or a captain.”
Eligibility requirements for LDO are listed in OPNAVINST 1420.1B, which include having at least 8, but not more than 14 years of naval service. The requirements for CWO eligibility are similar to those for LDO, except CWOs must be E7-E9 and have completed at least 12 years of active duty service but no more than 21 years.
