HERAT, Afghanistan - The ‘Taurinense’ Alpine Brigade turned over today the authority of the Italian Provincial Reconstruction Team (PRT) – CIMIC detachment Herat to the ‘Julia’ Alpine Brigade, during a ceremony at Camp Arena. Some of the most important civilian and military authorities of Herat attended the ceremony: the governor, Dr. Daud Saba, the Regional Command – West Commander, General Ranieri, and the general prosecutor, Maria Bashir.
The PRT – whose main core is composed by Italian personnel, with the contribution of U.S. and Slovenian one - is the military unit that manages the projects development in Herat province, in coordination with the Ministry of Foreign Affairs, international organizations and local authorities. According to the motto ‘Afghan First’ and in order to encourage the province's economy, all work carried out by PRT are contracted to Afghan companies, which employ local workers.
Over the last six months – under the ‘Taurinense’ Brigade lead - the unit has completed all the 48 projects planned for 2012, such as 13 schools - for a total of 120 classrooms - 4 clinics and 2 guesthouses to accommodate relatives of the patients, two bridges, more than five kilometers of paved roads and almost four kilometers of sewers. The agricultural sector was enhanced as well with the realization of a market place and two irrigation systems, while, regarding governance and security, the PRT has built a firefighter station and two government buildings, and restructured seven others.
The PRT has also coordinated and directed donations from Italian government, foundations and associations to schools and charities institutes in Herat, and organized some social initiatives inside and outside the Base Camp Arena, as the handicrafts markets organized to sell the products made by some prisoners and some patients of the local institutions for elderly and disabled.
The 2013 Masterplan, formalized in agreement with Afghan government authorities, envisages the construction of 16 more projects - mostly in the education and in the public health field - plus the continuous support for all the structures that has been built by the PRT since its opening in 2005, including the Herat children's hospital and the women's prison, considered a reference model of the Afghan female prison system.
