CAMP LEMONNIER, Djibouti – Naval Mobile Construction Battalion 1 out of Gulfport, Miss. transferred authority to NMCB 4 out of Port Hueneme, Calif., during a ceremony Feb. 15, 2013, at 11 Degrees North, Camp Lemonnier, Djibouti.
During their six month long deployment, NMCB 1 executed more than 10,000 man days of construction and performed more than $7 million in supply transactions supporting operations downrange and on camp.
“You have provided viable, sustainable water for more than 4,000 Ethiopians by repairing two wells and drilling three others,” said U.S. Navy Lt. Cmdr. Michael Carr, NMCB 1 officer in charge, to his Seabees. “Your volunteer work in Dire Dawa has epitomized U.S. ambassadorship in Combined Joint Task Force-Horn of Africa.”
Additional downrange feats NMCB 1 accomplished include military-to-military engagements that enhanced partner nation capacity in Kontali, Djibouti, coordinating with key leaders and securing augment labor to their site. At Forward Operating Location Kasenyi, Uganda, the Seabees supported all camp maintenance requirements to include repairing the camp water distribution. NMCB 1 expanded the dining facility in Manda Bay, Kenya, and cleared 23 acres of jungle away from a runway to better allow planes to safely land.
“You capitalized on the concept of ‘sweat equity,’” Carr said. “These and all other efforts were force multipliers for supported commands.”
On Camp Lemonnier, NMCB 1 also played a critical role in planning, supporting and directly executing projects to include replacing the camp’s fuel bladder.
“Seabees are the hub of engineering activity within the Combined Joint Operations Area,” said Carr, a Reading, Penn., native. “You provided expert maintenance, logistical, and administrative functions to keep us mission-effective.”
“NMCB 1 can leave this camp with heads held high knowing it accomplished the mission and will bring all of its Seabees home safely,” U.S. Navy Lt. Cmdr. Jackson Habeck, NMCB 4 OIC said.
As NMCB 4 executes its mission here, its Seabees will build upon the legacy NMCB 1 established.
“NMCB 1 has set the bar high for us as we take over for them,” said Habeck, a Rhinelander, Wis., native. “We fully understand the importance of our mission. This is a new challenge for us and we are very much looking forward to it.”
