Puerto Rico emergency response personnel, board a C-130 Hercules aircraft assigned to the 156th Airlift Wing, Puerto Rico Air National Guard, at Muñiz Air National Guard Base, Carolina, Puerto Rico, Sept. 13, 2001. Forty Puerto Rican first responders, comprised of 25 members of the State Emergency Management Agency and 15 firefighters, along with over 700 units of blood were flown to New York City to support rescue and relief operations following the Sept. 11 terrorist attacks.
