A ceremonial ribbon-cutting event is taking place at what appears to be a naval shipyard facility, with participants holding a large golden ribbon. The group consists of military personnel in Navy Working Uniform (NWU) camouflage, civilian contractors in high-visibility vests and hard hats, and at least one civilian official. A large blue crane and industrial brick buildings are visible in the background, consistent with a naval dry dock or shipyard environment.

The Navy on Aug. 26 marked the completion of the seismic retrofit of Dry Dock 4 at Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF). Naval Facilities Engineering Systems Command (NAVFAC) Northwest executed the $377.7 million modernization project contract, which reinforced the structural integrity of the historic dry dock against future seismic events as a part of the Navy’s Shipyard Infrastructure Optimization Program (SIOP).
