Three individuals stand together outdoors at what appears to be a disaster recovery or debris management site. One person is wearing U.S. Army military camouflage uniform, while the other two wear matching red polo shirts with logos consistent with emergency management or relief organization branding. The background shows storm-damaged vegetation, a large mound of debris, and cleared ground, suggesting post-disaster cleanup operations.

In April, Super Typhoon Sinlaku made landfall on the Commonwealth of the Northern Marianas Island (CNMI), causing destruction throughout the island chain. Three months later, Super Typhoon Bavi hit. However, the islands of Saipan and Tinian do not suffer as much damage compared to Rota. During Bavi, the U.S. Army Corps of Engineers (USACE); the Federal Emergency Management Agency (FEMA); the American Red Cross; and other federal, regional and local agencies were already on ground and ready with resources. Being adaptable and working under pressure in highly intense environments is familiar to Candice Núñez after being a medical service operations officer in the U.S. Army for 22 years. Currently, Núñez serves as the national emergency preparedness program manager and civil planner for USACE’s North Atlantic Division; and is part of the Emergency Support Function #3 – Public Works and Engineering (ESF3) Cadre, one of 15 emergency support functions under FEMA’s emergency response framework. During her time in CNMI, she visited the island of Tinian with Cpt. Punit Patel and Chaz-Richard Tolbert, members of the team who managed the debris removal mission.
