Maj. Matthew Kindig, contracting office, the U.S. Army Corps of Engineers – Rock Island district, never experienced a typhoon. That changed when Super Typhoon Bavi made landfall while he was on his first deployment mission on the island of Saipan in the Commonwealth of the Northern Marianas Island (CNMI). He was only a few days into his deployment for the Super Typhoon Sinlaku Recovery and experienced one of the most powerful storms of the year. And yet, Kindig cited it as one of his most memorable moments on his deployment. During his deployment, Kindig also visited the Northern Marianas College project site, July 28, 2026.
