Rear Adm. Christopher J. Mossey, commander, Naval Facilities Engineering Command Atlantic, Rear Adm. Mark S. Boensel, commander Navy Region Mid-Atlantic and The Honorable Joe S. Frank, mayor of Newport News, Va., all participate in the Navy's newest Public Private Venture housing project official groundbreaking ceremony that took place in downtown Newport News. The PPV project will construct 1190 new apartments over the course of the next 29 months in Newport News, Camp Allen and Camp Elmore.
