Portfolio Acquisition Executive (PAE) Strategic Systems Programs (SSP) held a promotion ceremony for Capt. Vance Scott (center) at the Washington Navy Yard on July 1, 2026. Scott was pinned by his friends and family while former director for PAE SSP, Vice Adm. Johnny Wolfe Jr. (ret.), presented him with his promotion warrant.
Scott supports Fleet Operations, Training, and Evaluation at PAE SSP. His role contributes to the PAE SSP mission by providing support to the warfighter for evaluation and certification of the command’s weapon systems for initial deployment, training of personnel, and operational support of the SWS, AWS, and NWS communities.
The rank of Navy captain was the highest rank in the Continental Navy, and later the U.S. Navy, from 1775-1857, until congress created the ranks of commodore and rear admiral in 1862. Prior to that, the commander of any warship was a captain.
