Five men pose in an industrial or workshop facility with a detailed scale model of a naval warship displayed on a table between them. The setting includes both an American flag and a U.S. Navy flag, suggesting an official military or defense-related occasion. The model appears to represent a modern U.S. Navy surface combatant vessel mounted on a wooden base.
