ANNAPOLIS, Md. Navy Medicine Readiness and Training Command (NMRTC) Annapolis Executive Officer Captain Joy Greer presents a Navy and Marine Corps Commendation Medal to Commander Scott B. Hughey, assigned to NMRTC Annapolis, during an award ceremony on board Naval Health Clinic Annapolis May 21, 2026. Cmdr. Hughey earned the award while serving as the flight surgeon for the U.S. Naval Academy Brigade pre-commissioning department of the Brigade Medical Unit from August 2024 to July 2026. By transforming the departmental commissioning process, Cmdr. Hughey drove a 315 percent increase in commissioning package completions within six months of graduation and slashed medical reassignment rates by 78 percent.
