Adm. Cecil D. Haney, commander of U.S. Pacific Fleet, and Japanese Defense Minister Itsunori Onodera throw flowers into the wish well after a wreath laying ceremony aboard the USS Arizona Memorial to honor those that lost their lives during the attack of Pearl Harbor on Dec. 7, 1941.
