Frank Axelsen, commanding officer of Navy Medicine Readiness and Training Command (NMRTC) Pensacola, pins a Navy and Marine Corps Achievement Medal on Lt. j.g. Donnell Proctor, assigned to NMRTC Pensacola, during an awards ceremony at Naval Hospital Pensacola’s command theater, March 13, 2026. Proctor was recognized for his professional achievement in the superior performance of duties as charge nurse, NMRTC Bethesda from December 2022 to January 2026. He led 50 multi-service personnel in caring for 9,000 patients, improved unit practices, and trained 80 Sailors, strengthening patient care and deployable force readiness through his professionalism, initiative, and dedication.
