YOKOSUKA, Japan (March 31, 2026) -- Capt. Tom Arnold relieved Capt. Frank Kim of command to become the 41st commanding officer of Naval Supply Fleet Logistics Center, Yokosuka (NAVSUP FLCY), on Mar. 24 during a change of command ceremony held onboard Commander, Fleet Activities Yokosuka. Rear Adm. Kenneth Epps, Commander, Naval Supply Systems Command and Chief of Supply Corps, traveled from Mechanicsburg, PA, to serve as the guest speaker. “You worked to make FLCY a place our team wants to come to work, a command that keeps Sailors in the Navy and serving,” Epps remarked. The outgoing leader also commended the team's operational achievements in logistics, mail distribution, and coalition support, subsequently passed the reins to Arnold.
