Vice Adm. Johnny R. Wolfe, Jr. (left), Director of Strategic Systems Programs (SSP), hosted United Kingdom partner Gen. Sir Gwyn Jenkins, First Sea Lord and Chief of the Naval Staff (center), and Rear Adm. Robert Lauchlan (right), Royal Navy Chief Strategic Systems Executive (CSSE), at SSP Headquarters in Washington Navy Yard on Aug. 5, 2025. The office call included discussion about ongoing efforts conducted under the Polaris Sales Agreement.
The Polaris Sales Agreement (PSA), originally signed on April 6, 1963, and amended in 1982, is a bilateral international agreement between the United States and the UK which establishes the basic policy and terms underlying the sale of the U.S. submarine launched ballistic missile strategic weapon system to the United Kingdom. PSA remains one of the most important intergovernmental agreements in the history of the U.S. and UK, shaping the past, present and future of strategic deterrence cooperation. The PSA started as an agreement for the UK to purchase the Polaris strategic weapons system, was later extended to the Trident II strategic weapon system, and most recently has facilitated the development and production of the common missile compartment for use on U.S. Columbia-class and UK Dreadnought-class SSBNs.
