Deputy Secretary of Defense Gordon England (left) watches as the United Kingdom's Minister of Defence Procurement Lord Paul Rudd Drayson signs a memorandum concerning the Joint Strike Fighter program in the Pentagon on Dec. 12, 2006. The document establishes a framework for cooperation in the production, sustainment and follow-on development of the aircraft. The United Kingdom joins Canada, the Netherlands and the United States as the fourth nation to sign the memorandum.
