Lt. Gen. John Kimmons, U.S. Army, holds up a copy of the Army Field Manual, FM 2-22.3, Human Intelligence Collector Operations as he briefs reporters on the details of the manual in the Pentagon on Sept. 6, 2006. The manual details guidelines for the interrogation of detainees in U.S. military custody. Kimmons joined Assistant Secretary of Defense for Detainee Affairs Cully Stimson, who discussed the newly adopted Department of Defense Directive 2310.01E, which is the principal document within the department dealing with all aspects of the detainee program.
