Navy Vice Adm. Robert F. Willard briefs reporters in the Pentagon on the Department of Defense Fiscal Year 2006 budget submission on Feb. 7, 2005. The $419.3 billion defense budget request reflects Secretary of Defense Donald H. Rumsfeld's four basic priorities of defeating global terrorism, restructuring the armed forces and global defense structure, developing and fielding advanced war fighting capabilities, and taking care of U.S. forces. Willard is the director, Force Structure, Resources and Assessment, J8 for the Joint Staff.
