Defense officials and members of Congress surround President Bill Clinton as he signs the National Defense Authorization Act FY 2000 in ceremonies at the Pentagon on Oct. 5, 1999. The Act provides for the first sustained increase in defense spending in 15 years and reflects the imperative of providing a sound quality of life for our uniformed people. Service men and women will see a 4.8 percent pay increase starting Jan. 1, 2000.
