Tech. Sgt. Theresa Penn, U.S. Air Force, digs drainage ditches at the U.S. encampment at Tiranë, Albania, on April 11, 1999. Penn and other U.S. forces are deployed to Albania in support of Operation Sustain Hope which is the U.S. effort to bring in food, water, medicine, relief supplies, and to establish camps for the refugees fleeing from the Former Republic of Yugoslavia into Albania and Macedonia. Penn is deployed to Albania from Detachment 6, 7th Weather Squadron, Wiesbaden, Germany.
