U.S. Army 1st Lt. Thomas Nelson uses a terrain model as he briefs the platoon commanders of Task Force 123 at Tactical Assembly Area Santa Barbara outside Wonapsan, Republic of Korea, Oct. 31, 1998, for Exercise Foal Eagle '98. Foal Eagle '98 is a combined, joint exercise supported by forces from the U.S. and Republic of Korea. In addition to providing hands-on field experience for forces of both nations, Foal Eagle '98 was designed to test rear area protection operations and major command, control and communications systems. Nelson is the Scout Platoon Commander for the 1st Battalion, 23rd Infantry Regiment from the 3rd Brigade, 2nd Infantry Division Fort Lewis, Wash.
