President Clinton has nominated Maj. Gen. Carol A. Mutter, U.S. Marine Corps, for appointment to the grade of lieutenant general and assignment as Deputy Chief of Staff for Manpower and Reserve Affairs, Headquarters, United States Marine Corps. Mutter would become the first woman three-star flag officer in the military if confirmed by the Senate. The general is currently the Commander, Marine Corps Systems Command at Quantico, Va. Mutter is a Greely, Colo., native.
