Defense Secretary Robert M. Gates (left) joins Under Secretary of Defense for Acquisition, Technology and Logistics Ashton Carter (right) for a Pentagon press briefing, Sept. 14, 2010, on the critical subject of acquisition reform. Gates has said the Department of Defense faces a continuing responsibility to procure the critical goods and services our fighting forces need in the five years ahead, but we will not, given the economic climate, have ever-increasing budgets to pay for them. Consequently, the department must learn to "Do More Without More."
